You can now buy a Club Penguin member by paying by cash. You can also purchase it using a credit card. Soon you will be able to purchase a Club Penguin membership using SMS or pay by phone.

Club Penguin Non Member Updates

Starting today, all penguins (Including non members) will have the ability to buy paint for their penguin. All penguins will also have their own igloo, and be able to invite people to them.
Even though you can’t buy clothes, and decorate your igloo on Club Penguin, non members still have access to do many things. I’m sure they will be able to do more in the future.
