If you put your cursor over her glasses in the newspaper, they turn into those agent glasses. And a few years ago, one of the panels sayed something like Aunt Arctic is the leader of the PSA in morse code. I wouldn't think that club penguin would put that out randomly without knowing. Do you?

right know, im 50% sure that aunt artic is the director, and the other 50% goes to Rookie. the evidence is compelling, that AA is the Director, but i cant shake the feeling that Rookie is naturlly the bumbling goofball we all know and love.
