It seems that the rh trackers are not accurate, they can't be relied on. Because I visited those places, to find a bunch of penguins saying 'ROCKHOPPER ISN'T HERE' and 'TRACKERS LIE.' I have been tracking him for a couple days now, and yet I still haven't met him.
